Abstract

This article seeks to problematise the historical orientations that assistance policies had in contemporary Paraguay, as a key support for social protection. In this, a historical account of these measures and the orientations that supported it is made. The assumption of this essay is that, with the great structural inequalities dragged down, Paraguay faces the need to face a health emergency crisis caused by COVID-19, from this context of crisis, the structural difficulties of a precarious system erode of existing social protection in the country, which forces us to rethink the need to strengthen these social protection policies for all.
