Paraguay's Digital Government Transformation

This study analyzes the evolution of Government Digital Transformation (GDT) in Paraguay, with an emphasis on the Digital Agenda (DA) and the National Information and Communication Technology Plan (NICTP). Despite significant investment and support from multilateral organizations, results have been limited due to a lack of stable leadership, the absence of a comprehensive strategy, and low budget execution. The research examines the adoption of emerging technologies such as blockchain and artificial intelligence, cultural and institutional barriers, and deficiencies in governance, infrastructure, and regulation. There is a tendency toward mere digitization of processes rather than a profound and coordinated transformation. Based on documentary analysis and interviews with experts, guidelines are proposed to improve the effectiveness of public policies and consolidate a more sustainable and inclusive digital transformation process.
