Abstract

This paper addresses the problem of violence against women in Paraguay, based on statistical data collected by the ENSIMUP. Concern is raised about the phenomenon that is worsening, despite the existence of specific legislation for its eradication. The data show that in 2023, 45 femicides have been committed; until October 2024, 27 lives of blinded women are recorded; in these two years alone, there are 174 children and adolescents in orphanhood. The Ministry of Women, through its Observatory, monitors these cases, revealing that 85% of femicides are perpetrated by partners or ex-partners, which indicates that violence is mostly manifested in the private or family sphere. Violence against women is understood as an expression of patriarchal dominance for the subordination of women. In addition, the cycle of violence described by Leonore Walker is explored, which includes phases of tension, violence and reconciliation. A quantitative methodology is used to analyze women's actions in situations of violence, highlighting the need for a more personalized approach to protection measures. In addition, patriarchy is discussed as a cultural system that perpetuates violence and the subordination of women. The research is based on feminist theories and the Belem Do Pará Convention, which defines violence against women as an act that violates their fundamental rights. The work investigates data collected at ENSIMUP that show that women mostly experience situations of violence in the private sphere and by their partners and ex-partners. In these situations, very few women decide to report their aggressors. According to ENSIMUP, only 6% file a complaint, and most do so only at the police station.
